Can it be cut down to 31 inches?: We would not recommend it as it could damage the shaft and void the warranty.
How can I get a replacement for rubber tip or what is the size?: You can get a replacement rubber tip either from Walmart or Amazon. The rubber tip for the Black and Gold Gent Sword Cane is typically 3/4 inch in diameter
